What government spending would you reduce in order to balance the budget?

I hope to do more than "Balance a Budget." I want to reduce and eliminate the debt. I would start with eliminating departments. The Department of education comes to mind. I would like to see a Zero-based Budget with a 7 to 10 percent cut across the board to start with. The GSA spending could certainly be reduced and procurement policies amended. Reducing the amount dedicated for foreign aid will reduce spending a little. Limiting "Pork" spending will help. Many Items considered "Mandatory Spending" should also be re-evaluated and in some cases reduced or cut altogether. Who made that spending mandatory anyway? The House of Representatives?

Question: As of today, When was the last budget approved and signed into law?

Answer: The President Obama signed the last budget bill (Fiscal Year 2017) on September 29, 2016.

That means that there has not been a budget the entire four years that Donald Trump has been president Whose fault is that? The President's? No! The House of Representatives has the constitutional responsibility to originate all matters concerning appropriation of money.
